Permanent Residence in the Republic of Serbia

Permanent residence represents approval for long-term stay in the territory of the Republic of Serbia. In order for a foreigner to obtain this right, they must have resided continuously in the Republic of Serbia for three years based on temporary residence, except in cases where the temporary residence was granted based on education or studying, as this type of residence does not entitle a person to permanent residence.

The application for permanent residence approval should be submitted while the temporary residence is still valid. The application can be submitted no earlier than 60 days before the expiration of the three-year period of continuous temporary residence, and no later than the expiration of the temporary residence or unified permit.

Continuous residence means that the foreigner actually resides in the territory of the Republic of Serbia, with the possibility of occasional departures to another country. The total absence can last no more than 10 months during the three years, or no more than 6 months during a single trip.

The Ministry of Internal Affairs of the Republic of Serbia makes a decision on the application within 60 days. During this period, an assessment from the Security Information Agency is obtained to determine any potential security risk the foreign national might pose to the Republic of Serbia.

The rejection of a permanent residence application does not affect the foreigner’s right to extend their temporary residence, provided they continue to meet all legally prescribed conditions.
